In close consultation with the World Bank, IMF and the European Union (EU), this is to notify you of your enlistment as a beneficiary of a recent Debt Management and Settlement Forum organized on the status of global arrangement to have your beneficiary fund settled once and for all. Of course, In the hope that you must have been aware of the past financial leakages in the European foreign inheritance payment system, and frustrations associated there from in your last attempt to claim the fund, wherein fund beneficiaries (like your self) was subjected to unnecessary bureaucratic bottlenecks in lieu of claiming funds due them. Already, a total amount of US$500 Million has been provided to the bank for this purpose and it is on first come first serve. With this arrangement, I wish to inform you that Afribank Nigeria Plc has been instructed to issue in your name an ATM Cash Card with the valued amount of US$6,3M. In paying this amount to you, please note that it is without Prejudice to your original inheritance sum. Rather, it is a stop-gap payment arrangement put in place by the World Body to on the one hand ensure that you receive part of your fund, while on the other hand ensure that the process is smooth and without any form of stress whatsoever, whereas a comprehensive arrangement shall be made in future to pay off the remaining fund due you. < /DIV>   

 

 

However, we are worried with the counter information received from one Mr. Jack Law, purporting to be from your directive, with express instruction to activate the ATM Cash Card for release of fund to his name a bank account in the “Cayman Islands” Obviously, we are hesitant to honor this instruction as it were, and would request that you clarify same upon your contact with Afribank Nigeria Plc . Inheritance Fraud by Mail, Are you a Victim?

THE PHONY INHERITANCE SCAM 

Wouldn’t it be nice if you came into an inheritance from a long-lost relative or friend? It does happen, but not very often. So if you receive a notification in the mail from an “estate locator” saying that there is an unclaimed inheritance waiting for you, beware. You could be the target of a slick con artist. 

These unscrupulous white collar criminals also call themselves “research specialists”–but they didn’t find you by doing research. You are one of thousands across the nation who are targeted in mass mailings. Thousands of individuals with the same last name receive notification that inheritance funds have been located in their names. Many of these recipients are lured into mailing in a fee–sometimes $30 or more–for an estate report, which will supposedly explain where the inheritance is located and how it can be claimed. The promoter may also offer to process your claim for a fee. All the individuals on the mailing list receive the same estate information, so chances are almost zero that you are the actual heir. In the rare instance when someone on the mailing list has the right to claim the funds, the amount is negligible because many accounts are so small. They may actually be worth less than the fee you must pay to the promoter. 

You can protect yourself by checking other sources before sending funds in response to an “estate locator” solicitation. Checking with relatives about recent deaths in the family is one approach. In addition, you can check with the local Better Business Bureau, the U.S. Postal Inspection Service, or State Attorney General’s office to see if there have been any investigations into the activities of the person or firm making the solicitation. Remember, legitimate law firms, executors of wills, and others who have been named to distribute estate funds to rightful heirs normally do not request you to pay a fee to find out about your share of the estate. If you have been the victim of a phony estate locator scheme, or if you have received a suspicious solicitation in the mail stating an unclaimed inheritance awaits you, report your experience to your local postmaster or nearest Postal Inspector.

The fantasy has come true - a long-lost relative you have never heard of has died, and you just received an email from a barrister or lawyer indicating that you are the only heir. Well, not quite. Somebody with your last name died without any heirs, and the promise is that if you can prove that you actually have the same last name the barrister will send you his milions. All you have to do is pay some legal fees, and fax over your identification….
 

How Does This Email Fraud Work?
Inheritance frauds are run by criminals who obtain email lists which include recipients’ names - although lazier criminals don’t even bother trying to match names between the decedents and the recipients of their spam. They then create mass mailings based upon those lists, describing how a fictional individual with the same last name died without heirs, usually in a remote part of the world. If a recipient replies to the email, the criminal will engage in what is called an “advance fee” fraud, and attempt to convince that person to send money to pay for legal fees, bribes, or other expenses. (The term “advance fee” refers to the money they get from you - and despite their promises of riches, you never get a cent in return.) The criminal may also attempt to get copies of the person’s identification cards, bank account information, and other information which can be used to forge bank drafts or commit identity theft.
 

Sometimes, the fees and bribes these people describe will seem small, particularly in comparison to the riches they offer. But there is no upside - even if you are only “risking” $30 or $40, you’ll lose that money forever. And if you send your bank account information or personal identification, it is possible that the criminals will be able to empty your bank account or obtain credit in your name.
 

This fraud is closely related to the so-called Nigerian Email Fraud (419 scam), as well as lottery fraud. The same groups of criminals may engage in multiple types of fraud.
 

How Did They Find Me?
Most people who have an email address for any significant amount of time receive so-called “spam email” (more politely known as “unsolicited commercial email.”) Spammers create lists of email addresses by collecting them from websites, buying them from other businesses, and even by guessing possible names on popular email hosts such as Yahoo! mail and Hotmail. It is possible to buy large email lists for relatively small amounts of money. Most people who are running these scams get spam mailing lists in this manner, or buy them from spammers.
 

What Harm Is There In Contacting Them, “Just In Case”?
There is no point in contacting them “just in case” - no one has ever received the promised money. You won’t, either.
 

Also, the scammer is likely to try to obtain from you information that can be used to fake your identity and commit credit card fraud or bank fraud. Even if they only get your name and bank account number they may be able to forge a bank draft, obtain a fraudulent money transfer from your account, or get credit using your name. If you give them any information, they will try to use it to cheat you.

The Florida ‘boom’: Huge increase in wealthy claiming residency in the Sunshine State.

Lawyers USA published this article discussing many of the reasons Florida is becoming an increasingly popular destination for the wealthy seeking lower taxes and greater asset protection.  For an alternate race-to-the-bottom angle on Florida’s increasing popularity see Marching Off a Cliff.

There’s nothing particularly new in the linked-to Lawyers USA article for practicing Florida trusts and estates attorneys.  However, I thought the introductory paragraphs were fine examples of Florida boosterism, and gladly reprint them below:
People are flocking to the Sunshine State in greater numbers than ever, seeking asset protection and a decrease in taxes, estate planners tell Lawyers USA. 
“It’s a tidal wave,” said Bruce M. Stone, a 32-year estate planning veteran at Goldman Felcoski & Stone in Coral Gables, Fla. “We’ve noticed a huge increase in the numbers of wealthy clients claiming Florida as a domicile.”

“We’re seeing a significant uptick in the number of people relocating, or establishing themselves as Florida residents,” agreed Donald R. Tescher, an estate planning and tax specialist at Tescher Gutter Chaves Josepher Rubin Ruffin & Forman in Boca Raton, Fla. “We’ve been really busy.”

Clients with a second home in Florida are establishing it as their primary residence, and others are simply moving all of their assets into the state, he said.

Jonathan B. Alper, a solo in Heathrow, Fla. who specializes in asset protection, said that lawyers and clients are increasingly taking advantage of Florida’s favorable legal climate because “technology gives them the ability to communicate out of state so easily.
